HR Budgeting

HR budgeting allocates planned spending to HR activities and workforce-related programmes. The scope may include recruitment, learning, HR systems and the HR team's operating costs.

Example

An HR department sets separate budgets for recruitment fees, training and software, then reviews actual spending against the agreed categories.

What to keep in mind

State whether employee salaries outside HR are included or budgeted elsewhere. Without a consistent scope, comparisons between HR budgets can confuse departmental operating costs with total workforce costs.
